Referring to my open Despatch No. 349 of even date on the subject of schemes for the resumption of Insanitary areas and for laying out such areas when cleared of buildings in new streets and building sites, I have the honour to inform you that my reasons for not suggesting that the proposed annual reports on this subject should embody any account of schemes not already put in hand are the length of time that may often be involved before practical effect can be given to such schemes and the obvious disadvantage of making them known beforehand to speculators in house property who might be in a position to artificially enhance the value of that which they may have reason to believe will shortly be resumed by the Government.
